The rulebook in force is the FIVB Official Volleyball Rules 2025-2028. Scoring is rally-point, the libero never serves under FIVB, and the US genuinely runs three different rulesets. This guide is the rule matrix a coach and a scorer actually need.

Rally scoring and the set

  • Rally Point System: every rally scores a point.
  • A set is won by the first team to 25 points with a two-point margin; a match is best of five; the deciding (5th) set is played to 15, two-point margin, with a change of ends at 8.
  • The old side-out system (only the serving team scored, sets to 15) is dead; presenting it as current is a staleness trap.
  • 6 substitutions per set (FIVB, with the re-entry rule); two team time-outs per set; technical time-outs are NOT part of the base game (they are competition-set).
  • Court 18 × 9 m; net 2.43 m (men) / 2.24 m (women); ball 65-67 cm, 260-280 g.

Rotation, the 3 m line and the libero

At serve contact, each player must be legal relative to their neighbours (the overlap / positional fault, Rule 7.5). A back-row player may attack a ball above net height only with a take-off behind the 3 m line (Rule 13.2), and back-row players may not block (Rule 14.6). The libero (Rule 19) plays only in the back row, may not block or attack above the net, and may not serve under FIVB; libero replacements are unlimited and are not counted as substitutions.

The three US rulesets

The US runs FIVB, NCAA (college) and NFHS (high school), with USAV for clubs, and they diverge. Never blend their values.

The sanction ladder

Rule 21 is richer than a two-card model. Delay sanctions: a Delay Warning, then a Delay Penalty (point and serve to the opponent). Misconduct: Warning → Penalty (yellow card) → Expulsion (red card, leave for the set) → Disqualification (red + yellow held together, leave for the match).

How is a set won?
25 points with a two-point margin (the deciding fifth set to 15), under rally scoring where every rally scores. Best of five sets.
Does the libero serve?
Not under FIVB (so never in FR / CH). Under NCAA, NFHS and USAV the libero serves one rotation slot. It is the single most dangerous value to blend across rulesets.
What are the three US rulesets?
FIVB (international), NCAA (college) and NFHS (high school), with USAV for clubs. They differ on libero serving, substitution counts, the serve clock and the sanction scale.
